Smart Tachograph activities

Smart tachographs are the new generation of on-board mandatory digital recorders to enforce the EU legislation on professional drivers driving and resting times (social regulation). The new features make full use of advanced digital technologies such as satellite positioning, short range communication for road enforcers and interconnection with other telematics applications (such as smart parking or pay as you drive apps), through a harmonised Intelligent Transport System interface. It will allow automatic recording of start and final location of journeys and will also enable remote access to some tachograph data via wireless data transmission to control authorities.


The Smart Tachograph is mandatory for newly registered vehicles since 19 June 2019

Smart Tachograph version 2

The Digital/Smart Tachograph's traditional mission has been the enforcement of the "Social legislation in road transport" (Regulation (EC) No 561/2006); notably the respect of driving/resting periods, working time or activity recording are key aspects of this legislation. The Smart Tachograph version 2 also supports the control and enforcement of additional legislation in the area of road transport: "Cabotage" (Regulation (EC) 1072/2009) and "Posting of workers" (Directive 96/71/EC amended in 2018).
The Smart Tachograph version 2 will implement a basic Geographic Information System of national borders in order to register the position and time when a border crossing between two different countries takes place. In addition, the Tachograph will improve robustness against GNSS jamming and spoofing attacks by using Open Service Navigation Message Authentication (OS-NMA) from Galileo. Other new relevant features to strengthen security are the secure software upgrade mechanism and the ITS interface that become both mandatory.

The Smart Tachograph version 2 will be mandatory for newly registered vehicles as of 21 August 2023 and for all vehicles involved in international transport as of 21 August 2025.
